Housing Rehabilitation Projects: Informal bid requests for owner-occupied emergency housing rehabilitation, such as the project at 1001 8th Avenue. These projects involve repairs like HVAC upgrades, door replacements, and water heater installations, with a maximum project cost of $20,000. Contractors must attend mandatory job walks and comply with state licensing and federal grant requirements.
Additional Housing Rehabilitation Projects: Similar to the above, these bids cover residential repairs for qualified owner-occupied homes, requiring detailed fixed-fee proposals and adherence to a 10% retention policy for grant-funded work.
Lift Station Linings/Coatings: Request for proposals to apply protective coatings to wastewater lift stations. Contractors must provide labor, materials, and equipment, working with the Wastewater Supervisor to ensure compliance with safety and environmental regulations. Site visits are recommended, and proposals are due by July 14, 2025.

Submit the application, including required documents such as proof of Arizona Registrar of Contractors licensing (e.g., B, B-3, CR-6, KB-1, or KB-2), insurance certification, DUNS number, and SAM.gov registration (CAGE code).
Applications are accepted on an ongoing basis at City Hall, 465 1st Avenue, Holbrook, AZ 86025.
Meet Licensing and Qualification Requirements:
Contractors must hold a valid residential contractor license from the Arizona Registrar of Contractors.
Provide evidence of professional qualifications and maintain active status through annual updates.
Note: The city may remove contractors for inactivity (e.g., failure to respond to bid invitations) or unsatisfactory performance.
Understand Project Requirements:
Housing rehabilitation projects are funded by programs like the State Housing Fund (SHF), HOME, and CDBG, with strict compliance requirements.
Projects have cost thresholds (e.g., $50,000 for major/minor rehab, $20,000 for emergency rehab) and a 10% retention policy for grant-funded work.
Bidders must submit detailed cost proposals, attend mandatory job walks (where applicable), and provide warranties and permits upon project completion.
Submission Process: Bids must be delivered to City Hall, Attn: Lisa Hunt, Clerk of the Court, by the specified deadlines. Emailed or faxed bids are accepted for informal bid requests if received before the deadline.
Award Process: The Holbrook City Council typically reviews bids at regular meetings (e.g., July 23, 2025, for lift station coatings). The city reserves the right to accept, reject, or waive immaterial defects in any bid.
