Current Bidding Opportunities

The City of Holbrook is accepting bids for two owner-occupied emergency housing rehabilitation projects funded through the State Housing Fund (SHF), combining HOME and Housing Trust Funds, and administered by the Arizona Department of Housing. Contractors must attend mandatory job walks, hold valid state licenses, and comply with federal grant requirements, including DUNS and CAGE code registration via www.sam.gov. 

Project 1: 322 Edwardo Avenue

This project includes exterior repairs and upgrades such as installing new vinyl or aluminum skirting, replacing fascia boards, repainting the exterior, installing rain gutters, repairing trailer supports and tie-downs, and constructing new code-compliant steps and handrails. Interior improvements include kitchen cabinet stabilization, new island cabinets and countertops, new sink and plumbing, extensive water-damage repairs, subfloor repair, and installation of waterproof vinyl plank flooring throughout the home.

Additional work includes laundry room and bedroom ceiling repairs, installation of high-efficiency mini-split heating and cooling systems, full renovation of both bathrooms with walk-in showers, new fixtures and toilets, smoke and CO detector installation, window repair, and a full roof tear-off and replacement with new architectural shingles and associated components.

Holbrook Senior Center Facility Improvements

The City of Holbrook is soliciting competitive bids for the Holbrook Senior Center Facility Improvements Project.

A mandatory site walk and pre-bid conference will be held on Monday, January 12, 2026, at 8:30 AM. Attendance is required to submit a bid.

This project is funded through a Community Development Block Grant (CDBG) and includes federal requirements such as Davis-Bacon wages and American-made materials. The anticipated project completion deadline is January 31, 2027.

Becoming A Vendor

The City of Holbrook maintains a Pre-Qualified General Contractors List for housing rehabilitation programs and other projects. To join our vendor network, follow these steps:

Complete the Vendor Application:

  • Download the Vendor Application for City of Holbrook

  • Submit the application, including required documents such as proof of Arizona Registrar of Contractors licensing (e.g., B, B-3, CR-6, KB-1, or KB-2), insurance certification, DUNS number, and SAM.gov registration (CAGE code).

  • Applications are accepted on an ongoing basis at City Hall, 465 1st Avenue, Holbrook, AZ 86025.

Meet Licensing and Qualification Requirements:

  • Contractors must hold a valid residential contractor license from the Arizona Registrar of Contractors.

  • Provide evidence of professional qualifications and maintain active status through annual updates.

  • Note: The city may remove contractors for inactivity (e.g., failure to respond to bid invitations) or unsatisfactory performance.

Understand Project Requirements:

  • Housing rehabilitation projects are funded by programs like the State Housing Fund (SHF), HOME, and CDBG, with strict compliance requirements.

  • Projects have cost thresholds (e.g., $50,000 for major/minor rehab, $20,000 for emergency rehab) and a 10% retention policy for grant-funded work.

  • Bidders must submit detailed cost proposals, attend mandatory job walks (where applicable), and provide warranties and permits upon project completion.

  • Submission Process: Bids must be delivered to City Hall, Attn: Lisa Hunt, Clerk of the Court, by the specified deadlines. Emailed or faxed bids are accepted for informal bid requests if received before the deadline.

  • Award Process: The Holbrook City Council typically reviews bids at regular meetings (e.g., July 23, 2025, for lift station coatings). The city reserves the right to accept, reject, or waive immaterial defects in any bid.
